Шановний Президенте! Члени Правління! Колеги і друзі! Я хотів би висловити мої найтепліші поздоровлення архітекторам України і всім видатним діячам, що зібралися в Києві в День архітектури України. Багато хто з присутніх, які знає про мої архітектурні і дружні зв'язки з прекрасною країною і її архітекторами, зрозуміють, наскільки глибоко мені шкода, що я не зміг бути з вами сьогодні. 

Я твердо переконаний, що природні і навіть регіональні питання можуть бути оцінені конструктивно тільки в більш широкому міжнародному масштабі, що дозволяє зробити відповідні висновки. Таким чином, сучасна європейська і світова криза та її вплив на архітектуру викликають в памяті тему особливо успішного Всесвітнього конгресу МСА 1993 року в Чикаго. Це була "Архітектура на перехресті – проектування сталого майбутнього". В той час напрям архітектури був правильно визначений як перехрестя з іншим напрямом – сталого розвитку. Сьогодні вона стоїть  на роздоріжжі принаймні ще двох напрямів – бідності та професійного виживання.

Під "бідністю" я маю на увазі не крайню бідність в країнах «третього світу», але бідність в нашому середовищі, в рамках наших власних так званих розвинених країн. Це та бідність, яка повинна пробудити нашу соціальну чутливість і змусити нас замислитися про етичну сторону життя у світі, де тотальне багатство безперервно збільшується, в той час як бідність, особливо в міському середовищі, теж продовжує невпинно зростати.

Під "професійним виживанням" я маю на увазі нездатність все більшого сегменту нашої професії продовжувати практику і жити достойним життям за рахунок справи, яку вони знають найкраще - архітектури. 

Тепер перед нами повстає майже нерегульоване перехрестя іноді протилежних напрямів та варіантів вибору, які не ведуть нікуди. Так куди йде професія? Архітектура, quo vadis?

Занадто часто ми погоджуємося з новими правилами гри, коли інвестори, неначе новітні п’явки, буквально п’ють кров з наших послуг. Вигідні клієнти – це, може, й добре, але для кількох з нас? Всі інші невблаганно стають архітектурним пролетаріатом, намагаючись ледве звести кінці з кінцями. Я відчуваю, що незважаючи на всеохоплюючий смуток, можуть бути інші способи реагування з метою витягти нас з цього неспроможного становища і створення більш справедливої платформи для практичної архітектури.

Передумови для цього – почути голос суспільства, відобразити потреби суспільства в нашій архітектурі, прислухатися до тривог звичайних людей. Тобто переорієнтувати нашу професію до потреб багатьох, а не кількох. Отже, те, чого ми найбільше потребуємо,  є моральною революцією архітектури. І розуміння цінності освіти і виховання - на всіх рівнях. Це ключ до змін у нашій професії. 

По-перше, поглиблювати самоосвіту щодо більшості питань в збудованому, але також і соціальному середовищі, і вирішити, що повинно бути нашими пріоритетами. Це процес, який чітко повинен починатися в університетах.

Виховання громадськості є очевидним другим кроком. Навчання ширших кол спільноти тому, що вони отримають через якість архітектури, екологічний дизайн і цілеспрямоване соціально орієнтоване планування, послугує для нас добру службу. 

Виховання уряду і влади виглядає легшим завданням, але, по суті, для них набагато важче, ніж для решти населення, переконатись, що архітектори є необхідними у всіх аспектах будівельного процесу і що це повинно бути юридично узаконене для блага країни. Співпраця з урядами і законодавчими  структурами є також неодмінною умовою цьогорічних напрямів архитектури  – "Будуймо соціально розвинуті, доступні і справедливі міста, де ліквідовано дискримінацію та нестійкі умови життя".

Чи це додасть нам більше роботи? Я думаю, що так, і дуже важливо, це допоможе нам повернути практику нашої професії до роботи з людьми і для людей. І це буде величезна різниця. 

Підсумовуючи, я знову повернуся до Конгресу МСА в Чикаго і до тексту його декларації, де написано: "Архітектори працюють..... індивідуально та колективно через свої професійні організації". Це тоді був великий урок для мене. Протягом багатьох років я все більше переконуюсь, що сильні об’єднання архітекторів мають першорядне значення, і їм необхідно постійно зміцнювати свою роботу, положення в суспільстві і відносини з державою. Очевидно, що через такі об’єднання наша професія промовляє одним голосом, і це дає нам сили та здатність діяти більш ефективно. Врешті-решт, країни, де існують архітектурні спільноти, мають краще законодавство та умови практики, що, безумовно, допомагає як архітекторам, так і суспільству.

Давайте, нарешті, також згадаємо, що День архітектури святкують у всьому світі нерівномірно. На жаль, в деяких країнах він навіть не відзначається. Але через це не слід недооцінювати важливість святкування Дня архітектури України.

Ставши свідком цієї події одинадцять років тому, я можу засвідчити, що це щось особливе і дуже значуще. І що архітектори України можуть по-справжньому пишатися цією традицією. 

Бажаю успіхів в урочистостях і водночас приймаю на себе особисті зобов'язання постійно інформувати міжнародну архітектурну спільноту щодо архітектурних та професійних питань, які стоять перед моїми українськими колегами.

Colleagues and friends

I would like to extend my warmest greetings to the architects of Ukraine and to all the eminent personalities assembled in Kiev for the Ukrainian Architecture Day. Many of you here present, who know of my architectural and friendship ties with your wonderful country and its architects, will understand how deeply sorry I am not to have been able to be with you today.

It is my firm belief that natural and even regional issues can only be assessed constructively by looking at the wider international picture and to try and draw lessons.

Thus, the present European and world crisis, and its impact on architecture, has brought to mind the theme of the particularly successful 1993 UIA World Congress in Chicago. It was “Architecture at the Crossroads - Designing a Sustainable Future”. At the time, the road of architecture was correctly deemed to be at a crossroads with one other road –  sustainability. Today it is at a crossroads with at least two more – poverty and professional survival.

By “poverty” I am not referring to the abject poverty of developing countries but to the poverty in our midst, within our own so-called developed countries. This is the poverty

that should bring out our social sensitivities and make us wonder about the ethics of living in a world where total wealth increases even as the poor, particularly the urban poor, continue to increase as well.

By “professional survival” I refer to the inability of an ever larger segment of our profession to continue to practice and thence live a respectful life through what they know best – architecture.

We now have in front of us an almost chaotic junction of sometimes opposing roads and of options that lead nowhere. So quo vadis profession?

All too often we are resigned to the new rules of the game where investors and others are, like modern-day leeches, literally sucking the blood out of our services. Big fat clients may be good, but for how many of us? All the others are inexorably becoming an architectural proletariat trying to make ends meet on crumbs. I feel that despite the pervading melancholy, there can be ways of reacting with a view to extricating ourselves from this untenable status quo and creating a more equitable platform for practicing architecture.

A prerequisite for this would be to hear the voices of society, to reflect society’s needs in our architecture, to listen to the anxieties of the ordinary people. In other words to reorientate our profession towards the needs of the many rather than the few. What we, therefore, need most is a moral revolution of architecture. And an appreciation of the value of education and educating – at all levels. This is the key for change in our profession.

Firstly, educating ourselves on what matters most in the built but also the social environment and what should be our priorities. This is a process that clearly needs to start from universities.

Educating the public is an obvious second step. Educating the broader community on what they gain through quality architecture, environment-friendly design and focused socially-orientated planning will stand us in good stead.

Educating governments and authorities should be an easier task but, in fact, it is far more difficult for them, rather than for laymen, to be convinced that architects are necessary for all facets of the building process and that this needs to be legally entrenched for the benefit of a country. Governments and legislation are also a sine qua non for us to implement one of this year’s UIA World Day of Architecture directives – “Structuring cities to be socially inclusive, accessible and equitable, eliminating discrimination and precarious living”.

Will all this bring more work for us? I think that it will and, very importantly, it will help us practice our profession with the people and for the people. And that will make a huge difference.

Concluding, I will again refer to the Chicago UIA Congress and to a sentence in its declaration which reads  “architects... ...individually and collectively through their professional organisations”. This was a big lesson for me. I have, over the years, become convinced of the paramount importance of having strong architects’ organisations and the need to continuously bolster their work and their standing in society and with the state. It is obvious that, through them, our  profession speaks with one voice and that this gives us strength and the ability to act more effectively.

After all, countries where this is the case, have far and away the best track record of legislation and codes of practice that are in the interests of both architects and society.

Let us, finally, also remember that Architecture Day is not uniformly celebrated throughout the world. Sadly, it is not even celebrated at all in some countries. One must not, therefore, underestimate the importance of the Ukrainian Architecture Day.

Having witnessed it myself, some eleven years ago, I can testify that it is something very special and very meaningful. And that the architects of Ukraine can be truly proud of this tradition.

I wish every success to this year’s event together with assurances of my personal commitment to raising the awareness of the international community of architects to the architectural and professional issues facing my Ukrainian colleagues.
